Since the release of Bethesda Creation Club for Skyrim Special Edition, you will regularly receive updates from Steam containing the new creation club content.
If you update your Skyrim SE from steam, you will then need to update your SKSE executable to a new version as well.
If not, the Skyrim Script Extender (SKSE) mod and therefore all mods related to it will be breaked and will not work anymore with your new Skyrim version.

The solution is to update your SKSE version to the corresponding new Skyrim version. But sometimes the corresponding SKSE version is not released yet or mods authors have not updated their plugins to the new SKSE version.
The Address Library Plugins mods tends to correct this issue.
Many mods work now with Address Library plugin which means if you update your Skyrim from Steam and install the corresponding SKSE version all mods using the Address Library Plugin will work without being updated.
